The concept is very straightforward - use this to more tightly couple
your hitch mount inside the receiver. The idea is the same as an anti
rattle pin, but a different execution. Clamp it on properly, tighten the
bolts, and the tension will prevent the hitch from rattling either
vertically or laterally. If you tighten it hard enough, in theory it
could prevent all movement whatsoever, but if you install it with the
bolts up or down, it can still potentially move laterally a little. Not a
flaw - just physics.
The only thing this lacks is some proper
locking bolts. You'll get two pairs of bolts - one to secure the device
and another to lock down the first pair. I'm not a fan of this means of
retention, so you just have to check on it periodically to make sure
nothing is backing out.
It seems like you could make something
similar from parts at a home improvement store, but the piece of
roundbar to which the bolts apply tension is the reason this seems to
work so well. Duplicating that would involve cutting a piece of bar and
drilling some holes (easy) but also grinding some flat spots into the
bar at the location of those holes to give the bolts something flat to
grab onto (not so easy)
